A fountain that recirculates water will be your best bet for conserving water and saving some money. There are many fountain kits available on the market, but you can build your own if you purchase a pump and tubing.

The easiest type of fountain to build on your own is made from planter pots that sit one inside the other. Choose a large decorative pot with drainage holes (to feel the pump tubing through) and a smaller plastic planter that fits securely in the pot to hold the water. You’ll also want a planter liner underneath the pot to hold the recirculating water.

The video shows how to make a fountain where water cascades over the side of the large pot, but if you use a liner inside the pot instead of underneath it, you can make a contained fountain.
